About Us

Mission


The mission of the Texas Center for Energy Security (TXCES) is to enhance cybersecurity and cyber-forensics capabilities across the midstream energy sector by integrating applied research, formal education, professional training, and community outreach. The Center seeks to generate evidence-based solutions that strengthen operational resilience, support regulatory and policy objectives, and safeguard critical energy services against evolving threats.

Vision


TXCES envisions a secure and resilient midstream critical manufacturing landscape in which organizations employ robust cyber-physical infrastructures, advanced security architectures, and a highly trained workforce to anticipate, withstand, and recover from adversarial activities. Through interdisciplinary collaboration and regional engagement, the Center aims to serve as a national point of reference for midstream cybersecurity research and practice.

Institutional Context


TXCES is jointly hosted by Sul Ross State University (SRSU) and Lamar University (LU), both members of the Texas State University System. The collaboration leverages complementary institutional strengths and distinct geographic locations in two of the Nation’s most significant energy-producing regions.
  • Sul Ross State University is a Hispanic-Serving Institution with campuses in Alpine, Del Rio, Uvalde, and Eagle Pass, featuring strong programs in Homeland Security and Criminal Justice.
  • Lamar University is located in Beaumont and is recognized for its engineering programs and leadership in online learning, with a diverse and largely first-generation student population.
Working together, SRSU and LU provide a broad platform for TXCES to conduct research and outreach in both the Permian Basin and Southeast Texas, enhancing regional and national impact.
